Policy Statement

Partner States shall ensure meaningful youth participation in political processes, including representation in legislative bodies, executive positions, and political party structures.

Rationale

Young people constitute the majority of East Africa's population but remain significantly underrepresented in political decision-making. Meaningful political participation is essential for democratic governance and sustainable peace.

Key Gaps
  • 1Low youth representation in parliaments and local councils
  • 2Age restrictions limiting youth candidacy for political office
  • 3Limited access to political party leadership positions
  • 4Inadequate civic education and political literacy programs
Baseline Status
  • 1Average youth representation in EAC parliaments below 15%
  • 2Only 2 Partner States have youth quotas in electoral systems
  • 3Youth voter turnout declining in most Partner States
  • 4Limited youth-focused political mentorship programs
