Health Financing & Financial Protection

• Increase domestic health financing to 15% of government budget (Abuja Declaration)
• Reduce out-of-pocket health expenditure below 20%
• Establish or strengthen national health insurance schemes
• Develop pooled financing mechanisms for regional health initiatives

Health financing remains a major challenge across the region. Rwanda leads with community-based health insurance covering over 90% of population. Most Partner States fall short of Abuja Declaration targets.
